Congressman Dave Loebsack goes one-on-one in a "4 the Record" exclusive, discussing his stance on the Patriot Act and Clean Water Act. 

Rep. Loebsack voted yes on the USA Freedom Act, a bill that would limit the data that the National Security Agency can collect on Americans.  The USA Freedom Act would limit the controversial section 215 of the Patriot Act that allows for mass wiretapping and surveillance.  

Rep. Loebsack also goes on the record discussing his vote not to suspend portions of President Obama's Clean Water Act.  Some farmers worry that provisions in the act would allow federal bureaucrats to influence actions they take on their farms.  The congressman defends his position to leave the act alone for the time being.
