Proposed bill would make the Rock Island Arsenal more competitive for contracts

The Rock Island Arsenal has to currently set their labor rates a year in advance regardless of the market conditions.This creates major barriers in the Arsenal's ability to compete with other companies when bidding for manufacturing contracts. The Army Arsenal Revitalization Act would allow arsenals across the US to change their labor rates throughout the year to adjust for market condition.
"Unfortunately, the army has not done enough to get the Rock Island Arsenal to the level of workload it needs to maintain its critical capabilities. Our bill would help make that happen," said Senator Chuck Grassley.
With the ability to offer more competitive prices on manufacturing contracts, that would mean the likelihood of more jobs coming to the Arsenal would increase. 
"Our nation's arsenals are an important manufacturing component for our national defense that our military relies on... and this bill would more readily adapt to the changing demands of our workforce and Defense Department," said Senator Joni Ernst.
Senators from both sides of the river say that it is important to remove these unnecessary barriers to make sure that arsenals will stay on the cutting edge of manufacturing.
