Illinois has a budget; House overturns veto

SPRINGFIELD (WCIA) - UPDATE: The Illinois House overrides Gov. Bruce Rauner's veto of a tax increase, spending plan and implemention bill in swift order. A budget is in place in Illinois.

The budget implementation bill passed with 71 votes. The spending bill passed with 74.

Capitol security has given the all clear and a hazmat crew member says the substance is not harmful. The vote will happen soon.

The Illinois statehouse was on lockdown for more than an hour after a woman threw a powdery substance. People could move within the building but no one could leave or come in.

Lawmakers will now attempt to overturn governor Bruce Rauner's veto of the budget/tax hike bill.

Authorities initiated a hazmat response at the statehouse after a woman was seen throwing a powdery substance in the governor’s office.

The same woman later was seen entering the House gallery, and was led away in handcuffs.

Emergency crews in yellow protective suits were seen searching the woman’s bag and the governor’s office at the capitol.

Officials announced over the capitol’s public address system that everyone should stay in place during the lockdown. 

People can move within the building but no one can leave or come in.
