Valvoline business manager responds to police standoff

58 year old Craig Holmes is in police custody

DAVENPORT, Iowa - 58 year old Craig Holmes of Clinton was arrested in a Davenport parking lot Thursday after about an hour standoff with the Davenport Police Department and Scott County Sheriff's Department.

A tip came in to police around 10 a.m. about a wanted man being seen near the intersection of Pine and Kimberly.

Local 4 News was first at the scene after officers found him in the Dollar General parking lot off of Pine and made contact, but the man refused to exit his vehicle.

Davenport Police called for backup and had stop sticks ready and squad cars blocking the exits.

The Scott County Sheriff's Office arrived and worker and customers in the Valvoline Oil Change and Checkers were evacuated and move to safer locations in case the man had a weapon.

The Valvoline service center manager said he's been working here for about five years and this is the most action he's ever seen in the area.

"Don't expect it everyday no," said Robert Mcelwee. "I'm really easy when it comes to things like that, I just take things one at a time so priority was my employees and my customers," said Mcelwee. "Once that was done it just waiting to see how it goes, if everything goes good, we're good," he said.

The man surrendered after negotiations with officers.
